Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1273846 - Monitoring and Assessing Distributional Impact of COVID-19 in Armenia with High Frequency Phone Survey: Follow-up Surveys in 2021 Assignment Countries: - Armenia ASSIGNMENT DESCRIPTION The situation in Armenia is evolving at high speed and the World Bank as well as the Government of Armenia need to move swiftly to respond to the pandemic and prepare for the recovery. The aim of the study are thus threefold: (1) conduct HFPSs in Armenia, one in April 2021 (Phase 1) and another in May/June 2021 (Phase 2) as follow-up surveys to the first series of AHFS to monitor the trend over time; (2) conduct near real-time monitoring of the impact and responses to the pandemic; and (3) conduct near real-time poverty assessment. The data collected will also be subsequently shared publicly from the web-based platform prepared by the SC Poverty team FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - BANK BUDGET ELIGIBILITY Eligibility restrictions apply: [Please type list of restrictions] INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Monitoring and Assessing Distributional Impact of COVID-19 in Armenia with High Frequency Phone Survey: Follow-up Surveys in 2021 Terms of Reference 1. Background Armenia responded swiftly to the outbreak of COVID-19 when the first case was confirmed on March 1, 2020. Government quickly declared national state of emergency and curfews on March 16 followed by the imposition of strict containment measures such as school closures, travel bans on foreign citizens from high risk countries, and imposed fines to those who violate isolation orders during the state of emergency. Earlier in the pandemic, these measures contributed to milder health impacts compared to regional peers. However, the number of COVID-19 infections and active cases accelerated first in end of May and then again in October, 2020. On November 1, 2020, the country hit the peak infection with over 2400 new cases reported within a day. As of March 24, 2021, the county is experiencing another, third wave of COVID-19 cases putting pressure on healthcare system in the country. The first series of Armenia High Frequency Survey (AHFS) conducted in July - September 2020 had successfully captured the rapidly changing situation after the first infection peak during the summer of 2020. The AHFSs, conducted by UNICEF and the WB, were considered valuable in providing the WB and the policymakers with timely and relevant information on the impacts of the crisis on households, as well as the immediate impact on poverty and inequality, and the effectiveness of the policy measures to save lives and support livelihoods. Despite some signs of gradual recovery in 2021, progress on poverty reduction is highly uncertain. Poor households with inadequate coping strategies may suffer from longer-term impact, through disruption in schooling, decreased access to health services, and food insecurity. There are also so-called β€œnew poor” who were impoverished due to COVID-19, whose socio-economic characteristics are different from the chronic poor and may well derail the pace of recovery. Given the high uncertainty, it is imperative for the WB and the policymakers to continue to have access to timely and relevant information on the impacts of the crisis. As proven by the first series of the AHFS, this type of rapid survey allows the WB to collect real-time data rapidly at low cost, repeatedly, by adapting swiftly to changing circumstances. This source of data is crucial for the Bank to assess the impact, to provide adequate support to operational projects, and to provide support to evidence-based policy making. For this purpose, South Caucasus Poverty and Equity team and the Social Protection and Jobs team at the World Bank will contract a consulting firm with abundant experience in Armenia, which shall be known for high-quality, professional data collection services to conduct additional rounds of AHFS. The organization shall be widely recognized in Armenia and in the South Caucasus region with good track record collaborating with other international organizations and donor community. 2. Monitor the changes to the following items by location and socio-economic status: a. COVID-19 cases; b. Impact on employment, income, food security; c. Difficulties with distance learning; d. Coping strategies, assets, and access to safety nets; e. Attitude towards vaccination; f. Access to services such as health and internet. 2. Poverty assessment and distributional impact of COVID-19 : a. Poverty transition table to identify impoverished population; b. Poverty profile of the pre-COVID poor and post-COVID poor; c. Comparing losses - who suffers more, pre-COVID poor and post-COVID poor? d. Comparing amount of support - who is getting more public assistance, pre-COVID poor and post-COVID poor? 3. Measure the skills set of working age members of low-income families and migrants a. Skills acquired on the jobs, through previous work experience and sector of employment b. Skills acquired through education and training c. Language skills and digital d. Measure the readiness for digital payments (or both social protection benefits and remittances; Basic financial literacy e. Awareness of digital financial instruments f. Mindset and cultural norms towards to use digital payments The WB is seeking to hire a data collection firm to conduct two rounds of high frequency phone survey in Armenia, one in April (Phase 1) 2021 and a second one (Phase 2) in May/June 2021. The two new rounds are expected to serve as follow-up surveys to the first series of AHFS conducted between July and September 2020 in the sense that some questions will be the same and comparable. However a new sample will be drawn under the subject consultancy. The firm is expected to undertake two rounds of a phone-interview-based survey with application of Computer Assisted Telephone Interviews (CATI) for a nationally representative sample of population. The expected sample size is 2,000 households, representative of the population at the national and Yerevan/rural/other urban level.
